Mods that still allow cultures of settlements to change?

TaleWorlds broke all the mods that change culture for settlements. I've been staring at the original settlement culture changer mod's crash logs for hours, to no avail. Strange Ruins

In wandering around exploring VC, I found some strange ruins. I can easily deal with what's inside, but I've found some messages that don't make sense. Namely, something about some prisoners and some items. However, neither of these exist that I've been able to find.
Is this location related to a quest of some sort? Will I break that quest by doing things early?

Questions, questions...

Dickplomacy Reloaded!

Hello everyone! :D I just made a mod, it's called Dickplomacy Reloaded. Basically it adds the functionality that you would find in normal mods, such as Dynamic Troop Trees, Custom Troop Trees, Freelancer, Tournament Play Enhancements, Single Screen Character Creation, and Rubiks World Map into Dickplomacy. ^-^ It also doesn't require WSE, but you still need the older (exe) version of Warband that comes with Dickplomacy. (Though I haven't tested it with the newest version of Warband so it might work.) Also, if you do decide to download it, please ignore (DO NOT USE) the "content options" folder, it is legacy, and the mod is compiled from source with all features.
