Balance Mod 11.0 Release and Announcement

11.0 released: 3 full-install versions, compatibility patch for Dark Age Graphics, module files for creating submods, and 4 optional add-ons (happy companions, vanilla village names, make time flow faster, and restricted reinforcement waves)
