Need advice with Genkokujo as I'm a newbie whose shit at this game lol

Right now my build is a Intelligence+Charisma one armed with a rifle and with tons of points going into surgery, leadership, path-finding and looting. But right now outside killing bandits and doing random quests for guilds/lords, I have no idea where to start and what I should be doing to unite Japan.

Pls gibs advice
