Napoleonic Warfare Items only is gone?

Why won't the Vaegirs go away?

They literally have no lands left, yet lords with no soldiers run around at 9.3 speed trying (and succeeding) to pillage my villages.

Honestly, there is no difference between them and tundra bandits.

What is their purpose other than to be taken over by the Nords?

Why do lords keep defecting and joining them?

I want it to stop.
