[AWOIAF] can I recruit these Lord's randomly hanging out on my city?

A few Lord's from a defeated faction and one from a existing faction just kinda started hanging out in my city. The free defence is nice but when I talk to them they refuse to talk privately. Is there anyway I can recruit them or do they just chill in my throne room now?
