Need help

As the title suggests, I need help, specifically with how rebellions work.

So in my run I am attempting to cause a rebellion in the settlement of Charas which is currently own by the western empire. I have been working tirelessly to make it rebel, I have been starving it for a (in game) year now, given aid to the gangs by giving weapons, and drained their coffers of every last penny. The militia outnumber the garrison 40 to 1.

Despite all of this it just refuses to rebel so, I now ask you guys or gals what more can I possibly do to make it rebel?

ERROR - Could not load merged xml file correctly: ItemsError: Object reference not set to an instance of an obect.

Reinstalled the game recently and have been getting the error message above. I'm able to launch the game but once I click on "new game" it crashes and shows error. I have some mods download and have checked to make sure they're updated to the current version. I've also made sure to unblock all dll files. Bannerlord + ArtMoney. Who uses with?

Money -- no problem. Troops -- no problem. Attribute & Focus points -- no problem. Renown -- no problem. Inventory stuff (weapons, armor etc.), food, goods -- no problem. Even smithy stamina is no problem at all. But how do I can search and modify xp for upgrading my battle & other perks? For example: I want crossbow skill 250, what algorithm?
