Are devs milking the government?

Allright this is completely based on some theory we crafted between friends(actually its just my cousin) If you didnt know, Turkish government is supporting small business owners and developers if they are working on a project. So what if the devs are actually milking that sweet government denars by keeping the bannerlord on development? What if they just want the governments peersonal belongings? Hmmm? Did you ever think about that? My cousin did.
