How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. [PoP] Fierdsvain role-playing

I want to play exclusively as Fierds lord, but I'm pretty scared about army without godlevel archers or heavy cav (maybe just a little foreign mercenaries). Please, if you can share some insights of how to play viking infantry only, share them with me.
