How do you talk to a garrison commander to turn these stupid troops in??

Title.

I've spent the last hour wandering around this dumb empty af castle trying to turn in the 4 infantry for silver scraps.

The only person I can talk to or meet with is the lord and he doesn't let me finish the quest. There is no other npcs in the whole castle that doesnt give me a 1 line response.

Everyone online just says "talk to the garrison commander".

HOW! WHERE?!

What the hell? Am I just that high?
