How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Guides/Suggestions for AWOIAF?

I really love the AWOIAF mod, but it is incredibly difficult! I've been selling salt and fur, and have tons of money, but I haven't been able to level up at all because I can't get any experience.

Is there any way to change the mod so I receive experience when I meet guild masters? That's how I made it thru the early grind in ACOK.

Edit: I've read some guides here and on steam, but they don't give any advice on how to get experience.
