How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. No music playing in 1.011 modules.

What am'I doing wrong? I have music slider all the way to the right. Same as in native where there is music playing.

2 modules I tried was Hyborian Age and Solid And Shade. Both have music folders filled with music but it's just not playing ingame, any idea what could be the issue?
