How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. [TLD 3.5] Suggestions for winning the campaign?

Hey guys,

Playing Imladris at the moment, we've destroyed Dol Guldur, Moria, and Isengard, but unfortunately, Gondor has also been destroyed.

As a result, all of the evil 'Advance Camps' have been set up in Rohan. We're currently unmatched in power and sieging the camps constantly, but every time one gets destroyed, another pops right back up. It's getting really annoying, because it basically means the enemy factions have an unlimited number of settlements.

Any way to get around this, or any suggestions?
