How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. [PoP] If I take a city will the starting faction hate me?

I've never gotten this far into the Prophesy of Pendor.

I'm currently a mercenary for Ravenstern. I just noticed that the Fierdsvain captured Senderfall from Ravenstern.

I believe I have the forces to capture Senderfall. My plan is to wait for the end of the month prompt to re-up my contract as a mercenary and decline it.

Then I wish to take Senderfall. it makes sense to me that the Fierdsvain would not like me as I took their city, but would Ravenstern the original owner of the city hate me as well?

Any and all advice is appreciated. I searched the subreddit and the wiki but couldn't find what would happen anywhere.
