PoP: Bow vs Crossbow for CKO?

Assuming strength 40, 10 power draw, 600 in all proficiencies.

Given the setups:

  • Noldor composite bow
  • 2 x Noldor arrows

And

  • Mettenheim Crossbow
  • 2 x Mettenheim Bolts

Which one would be better for my CKO in most situations?

If unit stats were 30% lower (Sergeants), which one would be better in most situations given the same gear but one less quiver?
