What is fast mode?

Little backstory: So I eliminated the Westerlands (who doesn't?) and then a little while later they were revived by "King Balon Greyjoy", I thought it was weird but thought maybe he was just going to take some of the vassals and they would be one kingdom.....and then this happened.
