Wouldn't it make more sense if you could train troops while they were in garrison?

I mean, instead of soldiers training while constantly moving, it would make more sense if they were stuck guarding a place and being bored out of their minds or forced to train. Wasn't that how it was historically done?

Just something i thought would be cool, im sure theres mods for that, but i play on xbox so oh well
