i can't sue for peace while actively dying

im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. Culture or skill

When you choose a governor for a castle or city, do which do you choose from the above? I believe having governors of the same culture helps with loyalty, but finding one that also has good steward skill needed for governing seems like a needle in a haystack.
