HELP. Brothers wife stuck in purgatory

So, my brother nogands wife Liena is currently stuck in marunath “holding”. She is neither in the keep or the tavern, and I NEED to acquire her for governor/army purposes because she’s a GOAT. Any tips? I can’t create a party for her or assign her as a governor :(
