How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Can't get Medieval Conquests to run smoothly/playably

Yeah I know playably isn't a word but it works.

So, basically I've tried downloading MC from Nexus & from Steam. The thing is the game takes a fucking eon to launch and then is so slow in the main menu (in terms of moving the mouse & response after clicking) it makes the game basically unplayable for me.

Now, my computer is pretty respectable and I've run virtually every other M&B smooth as can be, so anyone know whats up? I really was looking forward to an improved 1257AD experience.
