How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. [Native] What is the largest combination of "Hero" characters I can have in my party without anyone leaving due to disagreements?

I'm looking to recruit and keep as many of them as possible, their occupation doesn't matter to me as I'm going to turn them all into soldiers.
