I have been testing quite a bit Naute vs Legionaries as I want to make a Infantry playthrough with Empire only units and I noticed Legionaries are just ass now. Naute even with worse armor just outperform and that even in battles where they are outnumbered and/or fight mixed armies against t5/t4 with archers and cav. Top tier:
Dhirim (occupies the center and has the most villages, low bandits, in a plain), Yalen, Jelkala (wealth and safety, low bandits, trade goods)
Mid tier:
Shariz (wealthy, safe, in a plain), Uxkhal, Veluca, Suno, Reyvadin, Praven (strategic locations, not typically poo, good enterprises and trade goods), Rivacheg (only good for dyeworks),
Low tier:
Curaw, Khudan, Tihr, Sargoth, Ichamur, (too out of the way) Tulga (only this high because of spice), Narra.
Shit tier:
Halmar (one shitty village lol), Wercheg, Bariyye, Durquba (way out of the way, two villages and infested with bandits)
