Why is this happening?

I’m like 1000+ days into a game and there is only my kingdom and the Sarranids with any territory at all, but the game still thinks that the Nords haven’t been defeated so King Ragnar with his mighty kingdom (no vassals and no fiefs) is constantly raiding my villages
