Do lord's seek you out to join your faction, or do you have to recruit everyone?

I haven't played in a while and seem to remember lords seeking me out and asking to join my kingdom, but I am unsure if that's warband I'm remembering.

Tried to Google for answer, but all that came up was how to recruit with persuasion.
