In Paradigm Worlds 1.0 how does the Fantasy Magioucracy faction work. Once I recruit troops from the village they can be upgraded?

All I get from the faction Fantasy Magioucracy in Paradigm Worlds is fantasy grunts and they can't be upgraded.
