How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Any mods like Reskin Rearm for 1.5.8?

So upon finding the Eagle Rising mod and seeing the cool overhaul it did for the Empire, I was wondering if there was any good, at least semi-realistic reskin for Vlandia that uses all the medieval gear mods that are out there now. Reskin Rearm seems pretty close to what I want, but it doesn't seem to work on 1.5.8. I've seen a few others, but they all tend to have goofy load outs like Knights in full plate armor with leather pauldrons or that horrible Hallow plate.

Are there any troop reskins that introduce plate armor and later period medieval gear while still keeping it semi-realistic looking?
