How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. i'm vlandian and literally every faction is at war with us. support for peace is always at 0. even though i have a butt ton of influence, i can't swing a vote to end even one of these wars.

it's quite vexing when i want to trade and replenish my banner knights
