How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Do we have a way to turn off annoying notifications yet ?

I played the game at launch and one thing that was super annoying was whenever i executed someone id get 150 blasted notifications telling me that someone's opinion of me had decreased by -100. If i killed 6-7 nobles in one battle the notifications would just go on and on for like 5 minutes and it was super annoying so id just mute the game.

I sorta drifted away to other stuff and the new updates look pretty good but i was just wondering if we have an option to disable notifications ?
