New to the game, how do I get the cooler armor?

Ive seen such cool armors in the game, however all I ever find are chainmail and padded armor/gambeson How do I come around Some of the armor that the elite npcs wear? Is it tied to level or Something? Tried googling but there isnt Much info, and all of it is conflicting Thank you!
