Getting rid of kingdoms

So I have seen old threads 1y+ about not being able to get rid of old kingdoms with no fiefs is this still a thing or am I missing something? If it is part of the newest update I am on console and haven’t seen the patch notes plus it’s not going to be a thing for console for sometime.
