What is fast mode?

Why a -100% escape chance for prisoners should not be nerfed. And is not OP.

A lot of people are saying that a combination of the 2 perks is OP and without context, it seems so. However, as of right now, it's the only way to keep AI from pulling endless armies out of thin air. So until developers implement some type of Manpower mechanic. It should stay.
