Help about steel resource?

Fat bug is back (at least for me?) Beta 1.6.5. How to resolve?

Both my character and nobles seem to be both swole and super fat ~2 years into my playthrough (max weight/build). Is there a console command I can enter that will set them all to unbugged weight/build? Some file I can edit to turn off weight/build changes that happen over time?

Has this system ever worked right? Why does it exist.
