How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Leaving Kingdom with Fiefs, How to Survive?

After getting sick of being a small independent clan i decided to join a faction in hopes of getting a fief. Currently i am a vassal of the western empire, but i am roleplaying as Julius Caesar who will establish the roman empire and unify all of caladria.

But i can't do that since they declare war on me after declaring independence. I am vastly outnumbered with only 450 troops (with parties).

I currently have 2 settlements (Razih and Husn Fulq) and 2 Castles (Tanmuh and Shibal Zumr)

With an income of 4k denars and 800k denars stockpiled, and my garrisons filled to the brim.

How can i survive or fight back?
