Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. (1.9) My own tier 5 troops are retreating against bandit parties even when they're at 100 morale, WITH the loyalty and honor perk.

The perk is as follows: "tier 3+ troops ignore retreat due to low morale." Is there some hidden retreating mechanic or did the devs just break something in 1.9? Is anyone else experiencing this?
