(1.9) My own tier 5 troops are retreating against bandit parties even when they're at 100 morale, WITH the loyalty and honor perk.

The perk is as follows: "tier 3+ troops ignore retreat due to low morale." Is there some hidden retreating mechanic or did the devs just break something in 1.9? Is anyone else experiencing this?
