Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. Noble into Vassal

So i have my own kingdom and i married off my brother to a female clan leaner which i promoted into a vassal from a companion, and now he became a governor of their fief. It would also say that he is just a noble and not a Vassal, does this mean i won't ever see him create a party and roam Calradia unless they lose their fief? I just find it a huge waste to have a very strong combat family member turned into a governer
