Can't recruit more clans?

Granted, I'm the emporer of the empire, which owns every fief in calradia, but want to reduce the amount of enemies on the roads, so I'm trying to recruit small independent clans, but the option to recruit them never comes up. I'm talking to the leader but the only thing I can do is barter with him
