War Sails question

Might be a dumb one, but how to balance my weight in a way that would grant me a good cavalry on land and solid speed at sea? The troops' mounts debuff is killing me and I can't have 20 knarrs or other shallow draft ships with big weight capacity and that's a debuff of it's own. Really not sure how to be powerful both on land and at sea
