STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. (Simped) I would like to rebel

So im in my first play through and I simped and joined the empress, I don’t remember what age I started at but I’m 45 now and only have 1 Town (Syronea ) and 1 castle (Jogurys Castle) and their respective villages and I want more. I want to make a kingdom of my own. Both properties are well armed 200-300 men. Garrison solely made up of foot soldiers of various cultures In the field with khuzait H archers and lancers with really good archers and infantry. I have the richest city in the south empire at the moment

Please lads help me rebel. The empress died now there’s no one to simp to
