STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Recruit training

Is there a more efficient way to do this? All of my better tier 3 and tier 4 troops just take all the kills and XP which is frustrating because I’ll have recruits sitting at t1 and t2 for a long time, and because it’s so hard to re train I don’t participate in any fun battles out of fear of losing my men. Any strategies? Super new to the game. Thanks y’all
