STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Max focus/attribute points?

I’ve searched videos and guides, and see all the strategies and explanations, how many you need to Max the stat, but not the simple info of how many you end up with available to use at the end of the game. I’m at level 5, and I hear it goes up to level 30 unless you get certain smith perks. I’ve got 16 focus points spent, with one left; 18 attribute points set, with one free one left. How many points can I expect to have at end game? 25 more of each? Seems like such simple and necessary info, I feel like I must be missing something 🤷‍♀️ Thanks!
