What is fast mode?

Just updated to new 1.7. made a new sandbox but for some reason when I execute someone it just teleports them somewhere instead of killing them. Anyone else experience this?

I had some mods on so I turned them all off reloaded the save and got chopping again but it just teleported them too another city again (when I look in my dictionary it says "Last seen as town X today").

Anyone else experience this?

I may have to make a new game again but am worried if it's a mod conflict it will just happen again. Any way to make a real big strong army real quick so I can jump in and test it with various mods disabled until I find the culprit?
