i can't sue for peace while actively dying

im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. Festival and Games

I'm playing with the 1.8 beta and I've noticed that the festival and games option when selected doesn't actually seem to give me the +3 loyalty anymore. Wondering if anyone else has run into this?
