Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. Horses: how many are too many?

So I'm trying to find a magic number for horses that doesn't cause too little carring capacity or too much herd penalty. Herd panalty starts to really hurt once you get a big party.
