Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. Help a brother out. how to upgradeimperial vigla recruit, i have them for almost 1 month in game and they are 0 xp

Should i just get rid of them and go with recruits? By now i have legioners and those guys are still recruits and i got them at the same time? WTD?
