What is fast mode?

I'm not sure if somebody will attack my kingdom and I don't like it.

I don't want to declare a war on nobody, I waited for someone to declare war on me but it looks like Nords and Rhodoks are not going to respond to their lords joining me. Will somebody attack me or I must make the move?
