What is fast mode?

Is there a mod to make AI lords recruiting from towns and villages only get their kingdoms culture troops?

As the title says, is there one like that? Not that they'll only recruit from villages and towns with their kingdom culture, but rather that wherever they get it from, it'll always be of their kingdoms culture. I just want to fight some aesthetically uniform armies, they can get their diversity from prisoners etc, but I want the bulk that they get to be from their faction troops lol.
