What is fast mode?

Moddb ridiculously slow

I used to be able to download files from this site no problem but recently it's been impossible. Speeds of like 20kb/second. Anybody else had this problem and been able to figure out a solution? Or is there another place I can download the clash of kings mod? It's not on steam
