Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. (Nilla) Book question

Hey guys if i read a book and get +1 say to weapon master which would take it to 3. And I have 6 agil would I be able to bring my weapon master skill to 4 once I reach 9 agil? Or is it only like a short term buff?
