What does the parameter 'weapon-profiency range' do in the 'Brainybots' mod?

I thought it determined at which weapon proficiency levels the modded AI applied.

Yet, the novice fighters(despite having low weapon profiency) in the training ground kept using kicks, even when I adjusted the said parameter to an arbitrarily large number.
