Granting Fiefs as Ruler

No matter what I do it's always the same three choices. I can never grant them to myself, I can't grant them to a clan with 0, and it doesn't matter how many the biggest clan has (4 and counting). Starting to get really furious with this nonsense. It even forces a vote on a new fief if I already manually granted it at a cost of influence to someone else, which is SUPER BS! Is there any way to get around this shit?
