Is anyone else finding it difficult to level up charm for family members?

Can someone tell me what the built but grayed out projects mean? (granary and fairgrounds)

I’m assuming they’re complete projects that are not functioning (ie. they got damaged in the siege) but it’s my first play through so I just want to be 100% sure.
